BiH and the Council of Europe
  • Council of Europe opened its office in Sarajevo, in April 1996.

  • BiH is has been a member of the Council of Europe since April 24, 2002.

  • BiH is signatory, i.e. contractual party in 56 signed and ratified or only signed international agreements/conventions, for which the Council of Europe is a depositor. It has also signed 18 agreements/conventions which are in the procedure of ratification in PSBiH, on January 17, 2007.  The work of the Council of Europe is monitored by the Permanent Representation of BiH to the Council of Europe in Strasbourg.

  • In Parliamentary Assembly of the Council of Europe, Bosnia and Herzegovina is represented by the Delegation of the Parliamentary Assembly of BiH to the Council of Europe.

When Bosnia and Herzegovina became a full member of the Council of Europe, it has accepted an obligation to look after and promote democratic values and standards of the Council of Europe.

By being admitted to a membership in the Council of Europe, BiH took obligation to fulfill in total 73 post-accession commitments that should be fulfilled within certain deadlines. Some of them have exclusive political character and as such do not have concrete set deadlines for implementation, but BiH is obligated to fulfill them continuously. Majority of obligations have been fulfilled by BiH within set timeframe of three years after accession to the Council of Europe. Authorities of Bosnia and Herzegovina obligated themselves to fulfill other obligations continuously (for instance in relation to reform of justice).

Fulfillment of post- accession obligations of BiH is monitored by the Council of Europe within the Monitoring process, a political process, which relates to all obligations taken by BiH, stated in the Opinion of the Parliamentary Assembly of the Council of Europe, as well as to other possible and specific issues estimated as necessary.


Monitoring process is carried out at two levels:

  • By the Committee of Ministers of the Council of Europe - Secretariat of the Council of Europe – within Rapporteur Group for Democratic Stability (GR-EDS), and

    By the Committee fulfillment of obligations of the member countries (Monitoring Committee) of the Parliamentary Assembly of the Council of Europe.
